Mr. Whelley is AV rated by Martidale Hubble with 16 years of courtroom experience followed by 16 years of multi-million dollar litigation management work with USF&G and it’s successors, The St Paul and Travelers.

He graduated from The University of Maryland Law School in 1977 as a member of The Order of the Coif, the national legal honor society reserved for the top ten percent of graduates.

As an Associate at the Baltimore firm of Frank, Bernstein, Conaway and Goldman he assisted in the prosecution and trial of a major plaintiff’s anti-trust case in the United States District Court in Newark New Jersey.

He was an Assistant States Attorney for Baltimore County from 1979-1983 where, during the course of his career, he tried matters ranging from DWI’s to death penalty murder cases.

He joined the law firm of Merriman & Mann in 1983 and became a partner in the successor firm of Mann & Whelley where he tried numerous toxic tort, general liability and personal lines matters to verdict.

He became Group Counsel for Claim Litigation with USF&G in 1993 , managing multi-million dollar litigation all over the southeast. He continued in that capacity after USF&G’s merger with The St Paul and Travelers.

He joined RSRM in 2009 and will concentrate his practice in toxic tort defense.

Mr. Whelley is a member of the Maryland State Bar Association. He is married with three children and enjoys, hiking, biking, sea-kayaking, skiing, playing guitar and watching his youngest daughter play lacrosse.
